UPA and International Ultimate Development

To what extent is it the UPA's responsibility to grow Ultimate around the world?

third line of the UPAs missions statement:
To increase participation in the sport of Ultimate at all levels.

We are in the 21st century where global travel and communications are commonplace. To ignore the development of ANYTHING on a global scale is shortsighted. The days of US organizations focusing only on domestic interests is coming to an end.
Additionally, these are politically heated times, where war and conflict are also commonplace in many countries. The US governing body of Ultimate has a special role in the development of a sport that promotes personal responsibility and integrity. This is what our US organizations need to represent, promote and grow in the world today!

There is possible a hitch Brett and that is that WFDF is the governing body that has the mission of growing Ultimate world wide. While our mission doesn't stipulate "US only", would we be treading on WFDF's toes if we did more internationally?
